Shanequa E. Moore, LMSW, MPA, is a cross-sector leader and strategist working at the intersection of adaptive leadership, data, and artificial intelligence. For more than two decades, across government, nonprofit, and private sectors, she has guided leaders and institutions through complexity, uncertainty, and crisis. Her work strengthens the people at the center of those systems so they can lead with clarity and reach their full potential.

Her approach unites two disciplines that are too often kept apart. Adaptive leadership equips leaders to meet the human dimensions of change, and data and AI bring precision to the technical decisions that shape outcomes. Together they allow leaders to act with both judgment and evidence, whether they are guiding a city, an agency, or an enterprise.

As a Bloomberg Harvard City Leadership Fellow at New Rochelle City Hall, Shanequa led the data and AI work behind the city’s reparative initiative, including an equity dashboard tracking more than 100 indicators. She has trained approximately 1,500 behavioral health professionals in the ethical use of AI. She also teaches values and ethics as an adjunct professor at Touro University and is the founder of I’RAISE Girls & Boys International. She holds an MPA from Harvard Kennedy School and an MSW from Columbia University.
